For the third time in a week, the federal government threw its financial support behind a Bay Area company planning to build big solar power plants in California. Solar Trust of America, based in Oakland, won a $2.1 billion conditional loan guarantee from the U.S. Department of Energy to build two solar thermal plants near the desert town of Blythe in Riverside County. New Mexico legislation signed by Gov. Susana Martinez clears the way for government entities to invest in their own renewable energy systems, rather than pay utilities to purchase renewable energy for them. The law creates a new development incentive by exempting certain entities from renewable energy procurement charges on their utility bills if they have their own generation systems, whether it's solar panels or a biogas plant. Boeing Co. announced that the roof of its new 787 jet assembly plant will be covered with solar panels and its South Carolina operation will be powered entirely with renewable energy.
