American Eagle faces civil penalty for inaccurate weights

It's the clearest sign that the Federal Aviation Administration, chastised by Congress in 2008 for being too soft on airlines, has dropped the nice guy act: big fines for carriers.
On Monday, the FAA proposed a $2.5 million fine for Fort Worth's American Eagle Airlines on allegations it operated flights without accurately weighing baggage to make proper weight and balance calculations.
Meanwhile, active investigations into maintenance and operations issues at Fort Worth-based AMR Corp.'s American Airlines Inc. and Dallas-based Southwest Airlines Co. are likely to result in more punishment.
