Some complain the city of Portland shouldn't be acting as a nanny state, regulating their choices at the checkout. And others worry that banning single-use plastic bags in Portland will simply force a use of more paper bags, despite a proposed 5-cent fee on each paper bag that's supposed to give people an incentive to bring their own reusable bags instead.
