City to pay $240,000 in suit

The city of Honolulu has agreed to pay $240,000 in a tentative out-of-court settlement of a civil rights lawsuit by a Kuwaiti-born Honolulu man over his 2003 arrest under Hawaii's emergency mental health law. Attorney Eric Seitz contended his client, Mansour Arekat, was arrested after he unjustly came under suspicion of being a terrorist. The settlement is subject to City Council approval.
