The title was audacious: A Plan, Not a Dream: How to End Homelessness in Ten Years. When the National Alliance to End Homelessness released its report in 2000, there was an expectation that it could be done. It wasn't the only plan or promise out there. Throughout the early 2000s, similar pledges were being bandied about by various governmental entities, notes Rev.
