New York poised to establish most stringent standards in nation

New York Gov. Andrew M. Cuomo, Senate Majority Leader Dean Skelos and Assembly Speaker Sheldon Silver have announced an agreement on legislation that will establish the strongest standards and practices in the nation for protecting people with special needs and disabilities. The legislation creates a new Justice Center for the Protection of People with Special Needs, an initiative that will transform how the state protects the more than 1 million New Yorkers in state-operated, certified or licensed facilities and programs.
