Tight budgets stymie hiring of Latino school employees

Half of the current student population in the Napa Valley Unified School District in California is Latino, but Latinos make up less than 10 percent of kindergarten to 12th-grade teachers. Since 2010-11, the district has stated that one of its goals is to increase diversity among its staff to better reflect the student population. But a poor economy and few job openings have made the process slow-going.
