Drought restrictions vs. water conservation

During the last two years of drought there has been much said about drought restrictions and water conservation. Yet, these concepts, while easily confused, are not one and the same. Drought restrictions refer to short-term measures enacted to reduce water demand in response to a temporary or recurring water shortage. Water conservation, on the other hand, is about the everyday, efficient use of water. Water conservation asks: Can we accomplish the same end with less water?
