End looks near for troubled home-confinement program

The mayor of Orange County, Fla., has indicated that she's unlikely to reinstate the county's troubled home-confinement program. Meanwhile, records obtained by the Orlando Sentinel show prosecutors already are operating under the assumption that the program isn't coming back, and judges have been using all of the tools at their discretion to get defendants off the much-maligned monitoring.
