Spontaneous memorials (i.e. scene of an accident)
Jan Ransom, City of Irvine, asks "Parks and street corners are often used for spontaneous recognitions in the memory of someone killed, an historic event or other commemorative activity. I am looking for any policies that other cities/jurisdictions have that speak to how these celebrations are handled. There are several impacts that such commemorations have: trash, obstruction of walkways and sight lines, defacement (usually unintended) of benches, trees, plant beds, etc."
