IAEM-USA provides Outside Witness Statement to the Senate Appropriations Subcommittee on Homeland Security regarding FEMA Budget

IAEM-USA President Jeffrey Walker, on May 6, 2013, provided a written outside witness statement for the record on the FY 2014 appropriations for the Federal Emergency Management Agency (FEMA) to the Subcommittee on Homeland Security of the Senate Committee on Appropriations. Specifically, IAEM-USA urged the approval of the President's request of $350 million for EMPG to continue to build state and local emergency management capacity and urged the Subcommittee to continue to reject combining EMPG with other accounts. IAEM-USA requested an increase of $1 million over the request level of $20,569,000 for the Emergency Management Institute, the "crown jewel" of emergency management training and doctrine. The President has proposed to terminate the Pre-Disaster Mitigation Program, and IAEM-USA urges the Subcommittee to reject this proposal and appropriate a minimum of $25 million as appropriated in FY 2013. The Administration-proposed National Preparedness Grant Program would consolidate 18 different preparedness grants (excluding EMPG and Firefighter Assistance Grants) into one grant, but has not yet submitted a legislative proposal to the authorization committees.
