Is city's airport hangar ready for takeoff?

One year after it opened to great fanfare and promises of jobs, the city-owned, $23 million hangar at Windsor Airport is locked. The main office is empty and about a dozen cars are parked in the lot with no sign of activity. The 40 technicians who've been hired by Premier Aviation, the Quebec company that has the agreement with the city to operate the Maintenance Repair and Overhaul hangar, aren't working in Windsor. They're travelling to Quebec for two-week stretches to be trained at the company's facility in Trois Rivieres.
