Report: New York schools struggling under slowing aid
School districts across New York are struggling to make ends meet because of slowing state and federal aid, state Comptroller Thomas DiNapoli concluded in a report. DiNapoli said in a statement that revenue growth for districts was "nearly flat" over the last three years, averaging about 1.3 percent a year. He said the squeeze has become tighter because of the state's property tax cap and districts' dwindling reserve funds.
