Transportation and maintenance stretch rural school budgets

With myriad problems facing rural schools in Wisconsin, one that school administrators have the least control over is transportation and building maintenance. The challenge rural schools face on these issues stem from declining enrollments, but unlike teacher recruitment, budget cuts or shrinking class offerings, administrators can't make buildings or the district itself smaller to meet current needs. Districts possibly can consolidate bus routes, but that leads to students sitting on buses longer. At some districts, students already ride buses for more than an hour each way, and administrators said that's reaching levels that are uncomfortable for them.
