President Barack Obama's climate change proposal goes beyond the standard federal aid that flows to communities clobbered by flood, drought, tornadoes or hurricanes. Instead of waiting for catastrophe to hit, the Obama administration says it will dole out nearly $1 billion in federal aid to push states and cities to prepare ahead of time for the impact of climate change.
