Twice in one day this month, ambulances took longer than 15 minutes to respond to assumed heart attack patients in Laval. Those are among several calls reported to Emmanuel Stavrakakis, a Laval resident hoping to set up volunteer-based first responders in Laval to alleviate chronically slow response times in the province's third-largest city. He envisions medically trained volunteers responding to stabilize the most critical cases before an ambulance arrives.
