Why are copays so high for critical-access hospitals?

While everyone's familiar with what a copayment is, they might not know that there's a big difference in copayments between critical-access hospitals and acute-care hospitals. A recent OIG report discovered that Medicare beneficiaries paid an average of 47 percent of the costs for outpatient services provided by CAHs in 2012. In comparison, Medicare beneficiaries paid an average of 22 percent of the outpatient prospective payment system rate for the same services provided at acute-care hospitals.
