Illinois' stalled $700M in construction hurts, firms warn

The $700 million in construction projects halted this summer by Illinois Gov. Bruce Rauner are among the financial woes caused by the state's budget impasse. Officials don't have an estimate of how much more they'll need to pay out for stopping and restarting them, presumably, once legislators reach a spending agreement, The Associated Press reports.
