Many school-zone speed camera tickets issued without danger to kids

When Lasheena Hall opened her mail to find yet another notice that she owed a $100 fine because a camera caught her speeding outside a school, she decided to do something Chicago drivers rarely do. A decades-old provision in Illinois law — one many drivers don't even know about — prohibits the enforcement of a reduced speed limit near schools except "on school days when school children are present."
