Criminal tethers save money, but what about lives?

On any given day, more than 500 people charged with crimes, including murder, rape and armed robbery, roam free in Wayne County wearing electronic tethers on their ankles. The program saves Wayne County more than $20 million annually in jail costs, but critics say it's bad policy. They say the devices provide the public with a false sense of security, even though advocates say the risks can be managed through careful screening.
