Diversion programs help kids avoid criminal records while saving taxpayers money

Every year in Duval County, Florida, police arrest more than 2,000 kids under the age of 18. Nearly half of them are 15 or younger. And while some of their offenses are undoubtedly serious, many are the result of immaturity, bad influences or lapses in judgment. For many of these children, there are lasting repercussions in the form of criminal records that follow them — and limit them — sometimes for years.
