New organ donation system divides Montenegro
from Balkan Insight
Montenegrins are divided over the decision of the authorities to switch to a system called "presumed consent," which means that everyone will be considered an organ donor unless they sign up to specifically opt out. Transplant patients and their families have welcomed the decision to change the rules so that people do not have to sign up in order to donate their organs after death. However, opposition MPs and some human rights organizations allege a serious violation of the constitution and of human rights and freedoms.
