Motorists illegally passing school buses are a problem in Alabama. At least one driver illegally passed a stopped school bus for every 280 miles buses logged in during the last school year, according to Kevin Snowden. "Last year, on survey, there were 1,361 illegal passings," said Snowden, program coordinator of pupil transportation for the Alabama Department of Education. "It's a problem."
