Texas Secretary of State Carlos Cascos plans to travel the state over the next two months to help educate voters about the forms of identification they'll need to cast ballots in November. The outreach effort has taken on added urgency now that a federal appeals court has ruled that Texas' 5-year-old voter-identification law is racially discriminatory.
