Arizona among least regulated for school bus safety

Steve Powers motioned to the driver to pull the school bus inside the Gilbert Public Schools maintenance terminal. With clipboard in hand, the Arizona Department of Public Safety trooper then methodically started on the 70-point checklist to make sure the bus met the state's minimum safety standards. Powers signaled the driver to honk the horn, pump the brakes and activate the stop arm. From down in the mechanic's bay, he made his way through the underside of the bus with his flashlight. At one point he leaned his head toward the brakes to listen for any air leaks.
