The policies, funding and legislation concerning Canadian child care at the federal and provincial level have varied quite significantly over time, giving rise to hope for a universally accessible system just before dismissing it entirely. The child-care climate in Canada has many families choosing unregulated and for-profit care at the expense of high-quality regulated programming. Yet the social and financial benefits to children receiving high-quality early care and education are indisputable.
