Public offers suggestions to solve jail overcrowding

In the 1990s, almost all of the inmates housed at Boone County (Missouri) Jail were there on misdemeanor charges. Now, the jail's population is mostly made up of people waiting to go to trial for felony offenses. This is just one change the jail has seen in the past couple decades, former 13th Circuit Judge Gary Oxenhandler said during an informational meeting about the jail's population.
