Virginia panel tasked with developing carbon regulation gets to work

The advisory panel tasked with assembling a new carbon regulation for Virginia's power plants got to work Aug. 3, the first of at least three meetings of the group as the Department of Environmental Quality attempts to finish a draft of the rule before Gov. Terry McAuliffe leaves office in January. The panel was formed in response to a directive that McAuliffe issued in May, when he said that "the threat of climate change is real." A consensus of scientists has linked carbon dioxide to global warming.
