Harvey's floodwaters continued to rise Aug. 29, overflowing the Addicks and Barker reservoirs, sending floodwater into neighborhoods west of Houston. Areas north and south of town were also reeling from rising water levels, including levee that was breached in Brazoria County. Flooding from the Barker reservoir moved into a belt of Katy neighborhoods south of I-10 freeway, inundating homes and forcing residents to wade in waist deep waters. The flooding is happening upstream from the reservoir, which is beyond capacity despite controlled releases sending water into the swollen Buffalo Bayou, which runs through the heart of the city toward downtown Houston.
