Delaware Senate sends bail reform bill to Gov. Carney

Legislation aimed at moving Delaware courts away from using cash bail cleared the General Assembly last week. The state Senate voted 15-5 to approve the measure, which became the first major piece of legislation sent to Gov. John Carney this year. He is expected to sign the bill. "It's appropriate the day after Martin Luther King Day to make the point, as Dr. King did, that justice delayed is justice denied," said Sen. Bryan Townsend, D-Newark, the bill's lead sponsor in the Senate.
