Final NDAA could include military pay raises, new weapons

A massive defense policy bill authorizing a 2.6 percent pay raise for service members — the largest in nearly a decade — along with higher troop levels could win final congressional passage soon, experts say. With a spending deal lifting budget caps already in place, midterm elections this fall and a more experienced administration, lawmakers are poised to pass the 2019 National Defense Authorization Act earlier and in smoother fashion this year.
