The Pennsylvania bus crash that killed a 9-year-old Dayton girl this month has fueled renewed questions about the federal government's decision to not require retrofitting older tour buses with seat belts and its slowness in implementing other safety measures. "If anything positive can come out of a tragedy, it is mechanisms to improve safety," said Chris Turner, director of crash and data programs for the Commercial Vehicle Safety Alliance.
