Governor Abbott announced Phase I of the State of Texas' ongoing plan to safely and strategically open Texas on May 1. Under Phase I, the governor allowed all restaurants, retail stores, movie theaters, malls, museums, and libraries to open. He also allowed churches to increase their capacity and single-person offices to reopen.
A week later, the governor reopened services for wedding venues, cosmetology, nail, and tanning salons as well as barber shops, and swimming pools.
Beginning May 18, offices with five or less or 25% of the total workforce can return to work. Gyms will also be allowed to reopen but shower and locker rooms must remain closed.
All of the above services must follow the 25% occupancy and social distance protocols. The 25% occupancy does not apply for outdoor or church weddings.
The governor is prohibiting local authorities from imposing any fine or punishment on residents not wearing face coverings.
