Massachusetts: This measure provides that any entity that markets a service or product to the general public and substantially relies on individuals with which it contracts directly or indirectly as independent contractors to perform the service or provide or deliver the product is the employer of those individuals unless another entity pays worker compensation contributions on behalf of the individual.
