President's Column: Impact at the State Level

The Home Performance Coalition's focus on individual states is a key component of our work. With this approach, we believe we can effect change where the rubber meets the road. I will often focus on this work within my column, and if you don’t live in the particular state I am discussing (today it happens to be Pennsylvania…), you may not be aware of an issue that could adversely impact the residential retrofit market in your state. Further, it could give you an idea for new ideas or initiatives which you could implement in your own state. Also, we look forward to hearing about the successes you’ve had in your own backyard and we can explore them here during later editions of this column.

Recently the Home Performance Coalition and the Keystone Energy Efficiency Alliance submitted joint comments before the Pennsylvania Public Utility Commission on a tentative implementation order regarding the design and implementation of Phase III of Act 129 Energy Efficiency and Conservation Programs. "The Act 129 Statewide Evaluator monitors and verifies data collection, quality assurance and the results of each electric distribution company's Energy Efficiency and Conservation Plan and the EE&C program as a whole," the PUC website states.

House Energy Efficiency Bill Draws Fire From Obama Administration, FERC

House energy efficiency legislation that would block the Energy Department from issuing final energy efficiency standards for commonly used furnaces and roll back other energy conservation standards drew fire from the Obama administration June 3. The draft bill, a component of a broad omnibus energy bill slated to be released later this summer, "undermines critical components of the President's Climate Action Plan," Kathleen Hogan, deputy assistant secretary for energy efficiency at the Energy Department, testified during a House Energy and Commerce subcommittee hearing.
