PHTA Works Toward COVID-19 Relief
PHTA has been working closely with legislators to ensure the interests of the pool and the hot tub industry and their clients are protected in any federal action in response to COVID-19.

Construction Resumes Statewide in Pennsylvania Starting May 8
In the state of Pennsylvania, maintenance of swimming pools and hot tubs continue to be allowed. In conjunction with NESPA, PHTA continues to advocate for the treatment of pool and hot tub retail stores, and for pool and spa construction, as essential and permitted (while implementing COVID social distancing and best practices).
On April 20, Governor Wolf amended his March 19, 2020 Order to permit limited construction activity to commence in-person operations statewide, beginning on May 8. The Governor also issued a press release, stating: "Public and private residential and non-residential construction may resume statewide starting Friday, May 8, in accordance with safety guidance that will be issued by the administration shortly."
PHTA and NESPA continue to engage with the Governor's office and will provide further details as to the anticipated guidance as well as any other communications from the office.

Senate Passes New COVID-19 Relief for Small Businesses
Yesterday, Congress and the Administration agreed to a $482 billion aid package related to COVID-19 relief for small businesses, hospitals, and testing, with the President signaling his support on Twitter. The Senate passed it yesterday and the House could vote as soon as today. The President is expected to sign, ideally by the end of the week.
Based on reports and available information, here is a breakdown of what's included:
- $310 billion for Paycheck Protection Program (PPP), which ran out of funds late last week
- $60 billion is set aside for small businesses who do not have access to large financial institutions, to be divided between lenders with less than $10 billion in assets and those with $10-$50 billion
- $50 billion for SBA's Economic Impact Disaster Loan (EIDL) program
- $75 billion for hospitals
- $25 billion for COVID-19 tests to be divided among federal, state, and local governments, with a requirement for a national testing strategy
- "Fixes" to previous COVID-19 relief measures, including giving states and localities additional flexibility to use funds allocated to address lost revenues

CPSC Grants Available, Up to $2 Million for State and Local Governments
The U.S. Consumer Product Safety Commission (CPSC) seeks applications for a special Pool Safely Grant Program offered to state and local governments under the Virginia Graeme Baker Pool and Spa Safety Act. The program is a part of CPSC's national campaign to make drowning and drain entrapment prevention in pools and spas a critical public safety priority. Applications will be accepted through May 14.

PHTA Submits Audit Response to The American National Standards Institute
Over the past year, PHTA's Standards team has been working hard to ensure that PHTA remains an official Standards Developing Organization recognized by the American National Standards Institute (ANSI). Through this intensive audit, they have rose to every challenge and are now in the final phases.
