Now is your chance to be part of the leadership that moves the pool and hot tub industry forward. The PHTA Nominating Committee is seeking nominations for individuals with leadership and management experience to serve on the 2021 Board of Directors.
As PHTA celebrates the unification of the industry, it is looking for the next generation of committed individuals to guide the organization through today's challenges and tomorrow's opportunities. We are seeking nominees for the organization's board of directors. Whether you're nominating yourself or a colleague, having a strong board that represents the different segments of our industry is key to our long-term success and towards meeting the needs of our members.
- Active PHTA Membership
- Strategic thinker, with demonstrated experience
- Positive leadership attributes, emotional intelligence, and the ability to work collaboratively
- Demonstrated commitment and involvement with PHTA
- Recognized efforts/leadership within the pool and hot tub industry
- Brings diversity of perspectives on the board (e.g. geographic diversity, institution type, institution size, etc.)
Commitment to fully and actively participate in 3-4 board meetings a year and actively engage in our committee and councils

| COVID-19 REOPENING UPDATE |
Pennsylvania: Governor Tom Wolf (D) announced that Dauphin, Franklin, Huntingdon, Luzerne, Monroe, Perry, Pike, and Schuylkill Counties are moving to the Green phase of the Governor's Process to Reopen Pennsylvania on June 19.
For counties in the Green phase, the stay at home and business closure orders are lifted. Businesses that were operating at 50% capacity in the Yellow phase may increase to 75% capacity. Indoor recreation, health and wellness, entertainment (including casinos, theaters, and shopping malls), and bars and restaurants may resume operations at 50% capacity. Construction activity may resume at full capacity provided COVID-19 mitigation protocols remain in place.
New Jersey: New Jersey public/private community pools to open June 22. Capacity must be limited to 50% and swimmers should practice social distancing when in the water. Additional guidance for pools when getting ready to open include:
- Reducing capacity could include things like implementing a reservation or pass system or cutting hours.
- No pool toys — such as noodles — will be permitted.
- There must be routine cleaning and disinfecting of frequently touched surfaces several times a day.
- Visitors must enter and exit in staggered fashion.
- There must be signs marking off 6 feet of spacing in commonly used areas.
- No children under the age of 2 will have to wear face coverings.
- Lifeguards do not have to wear face coverings.
- There must be signs saying patrons should be on alert for signs of illness and that people should avoid the pool if they are showing COVID-19 symptoms.
- Staff members must be screened for fever and wear gloves when handling food.
- Occupancy in showers and restrooms and other indoor facilities must be limited. Foot coverings must be worn in those areas.

Federal Update
Two hearings of note also occurred last week:
- First, a Senate Homeland Security and Governmental Affairs Committee hearing examined the federal government's response to COVID-19, with a specific emphasis on equitable distribution of medical supplies and the restructuring of the Strategic National Stockpile. Full coverage can be found here.
- Second, a Health, Education, Labor, and Pensions (HELP) Committee hearing focused on reopening K-12 schools in the post-COVID space. Full coverage can be found here. Changes to the Paycheck Protection Program (PPP)
Last Wednesday, the Small Business Administration and the Treasury Department released updated guidance to implement the changes to the PPP made by the Paycheck Protection Flexibility Act. The new guidance focuses on the maturity date of PPP loans, deferral of PPP loan payments, and the 60/40 impact on forgiveness. Additional guidance and a new forgiveness form are expected soon. During last week's House Small Business Committee hearing, Treasury Secretary Steve Mnuchin endorsed more emergency aid, including changes to the PPP and tax credits.

Regulatory Update
California Energy Commission Departmental Discussion: Clean Energy Future
The California Energy Commission (CEC) is discussing the development of 100% zero carbon electricity policy. Senate Bill 100 (2018) requires the CEC, California Public Utilities Commission (CPUC) and California Air Resources Board (CARB) to complete a joint agency report and evaluate the 100% zero carbon electricity policy that was codified in statute under Public Utilities Code section 454.53. The agencies will review the statute and analyze the requirements. The report will include the following: (1) A review of the 100 percent zero-carbon policy focused on technologies, forecasts, then-existing transmission, and the maintenance of safety, environmental and public safety protection, affordability, and system and local reliability; (2) An evaluation identifying the potential benefits and impacts on system and local reliability associated with achieving the policy; (3) An evaluation identifying the nature of any anticipated financial costs and benefits to electric, gas, and water utilities, including customer rate impacts and benefits; (4) The barriers to, and benefits of, achieving the policy; and (5) Alternative scenarios in which the policy can be achieved and the estimated costs and benefits of each scenario.
The agencies will review the following sector issues to develop the report: (1) Scenarios and Technologies for a Clean Energy Future ; (2) Electricity System Modeling; (3) Affordability; (4) Equity; (5) Environmental Protection; (6) Infrastructure and System Management Needs; (7) Reliability Needs and (8) System Resilience.
Florida Building Commission Moves Forward with 7th Edition Building Code
It will no longer be necessary for a model code provision to be necessary to accommodate a specific need of this state in order for it to be included as part of the triennial update process for the Florida Building Code. The review process utilized by the Commission and its Technical Advisory Committees has also been changed in order to more efficiently evaluate model code provisions.
On June 2, the Florida Building Commission (FBC) met and held a rule hearing to receive and consider last comments on the 7th edition (2020) Florida Building Code that has been under development since 2018. At this hearing a handful of final suggested edits were considered, none of which effects the pool and hot tub updates to the Code previously addressed through this triennial process. The 7th edition Code will be available in August and the targeted effective date will be December 31, 2020.
While Florida finalizes the 7th edition of its statewide code, the FBC has also proposed amendments to the rule that outlines how updates to its code will be addressed in future code development. In short, the proposed changes will mean it will no longer be necessary for a model code provision to be necessary to accommodate a specific need of this state in order for it to be included as part of the triennial update process for the Florida Building Code. The review process utilized by the Commission and its Technical Advisory Committees has also been changed in order to more efficiently evaluate model code provisions. A notice of the proposed rule was published in the Florida Administrative Register and comments will be accepted until 7/3/2020. A public hearing must be requested. Lower Merion Township, Pennsylvania: On June 17, 2020, the City Council will consider approval of a modified pool fee structure for 2020.
Cloverdale, California: On June 16, the Planning and Sustainability Subcommittee will consider correspondence from Rob Koslowsky on "All-Electric Reach Codes."
Baraboo, Wisconsin: On June 9, the City Council will consider approving the re-allocation of 2020 budgeted swimming pool operational expenses for the purpose of capital improvements to the swimming pool facility.
Wilmington, North Carolina: On June 2, the City Council heard a presentation on public pools and safety protocols for their reopening.
