COVID-19 Updates
Maryland: Governor Larry Hogan (R) announced a series of actions to slow the spread of COVID-19.
Iowa: Governor Kim Reynolds (R) issued a new proclamation extends the public health mitigation measures that are currently in place.
North Carolina: Governor Roy Cooper has issued an executive order in response to the COVID-19 pandemic.
New Jersey: This measure would the Governor to develop and implement a county-based mitigation plan to allow businesses to operate during a pandemic. Status: Hearing held on 11/12/20.
Nebraska: Governor Pete Ricketts (R) has announce changes to Nebraska's Directed Health Measures to help prevent the spread of COVID-19
New York: This measure would exempt buildings from commercial rent taxes during the COVID-19 emergency. Status: Introduced into the Assembly on 11/6/20.

Legislative Update
Michigan: This measure authorizes the creation of community swimming pool authorities, outlines the powers and duties of such authorities, and allows the authorities to levy taxes as needed. Status: Introduced in the House on 11/18/20.
Michigan: This measure would suspend the requirement for youth applications for employment to be done in person. Status: Hearing held on 11/12/20.
Massachusetts: This measure further defines employee. More specifically, this measure removes from the exemption from being considered an employee if the service is performed outside the usual course of the business of the employer. Status: Referred to study.
Massachusetts: This measure stipulates that an individual performing any service is considered to be an employee unless: i. The individual is free from control and direction in connection with the performance of the service, both under his contract for the performance of service and in fact; and ii. The service is performed outside the usual course of the business of the employer; or iii. The individual is customarily engaged in an independently established trade, occupation, profession or business of the same nature as that involved in the service performed. Status: Referred to study. Status: Referred to study.
Texas: This measure would require a study on the state renewable energy standard. The Public Utility Commission would be required to conduct a study on the feasibility of establishing a goal that 50% of generating capacity in Texas come from renewable sources by 2030 and 100% of generating capacity in Texas come from renewable sources by 2050. Status: Prefiled on 11/10/20.

Regulatory Updates
Wisconsin: The Department of Agriculture, Trade, and Consumer Protection is discussing amendments to rules concerning safety, maintenance, and operation of public pools and attractions. Status: Meeting on 11/17/20.
Michigan: The Department of Health proposed amendments to the rule governing public pools. The amendments include operator training, pool user capacity, disinfection residual, use of cyanuric acid, rate of flow indicator, skimmers, lighting, signs, pool closure and other items. Status: Comments due 12/24/20.

Local Updates
Greenwood Village, CO: On December 7, 2020, the City Council will consider the second reading of an ordinance that would adopt the 2018 version of the ISPSC.
Tybee Island, GA: On November 12, 2020, the City Council heard public comments on a proposed text amendment to the Municipal Code concerning swimming pool requirements.
