Filler is hosting an online training session providing an overview of the regulatory basis for continued airworthiness (ICA) instructions. This session is the first of two covering ICA. The training includes what documents are considered ICA and the obligations of design approval holders to prepare and make them available under 14 CFR § 21.50(b). It also covers the regulations that apply to repair stations and other maintenance providers regarding the use of ICA and their availability.

ARSA Drafts SBA's Help to Defeat Costly Proposed Rule
On Sept. 26, ARSA urged Small Business Administration (SBA) Chief Counsel for Advocacy Winslow Sargeant to submit official comments on a Federal Aviation Administration (FAA) proposed rule (NPRM) pertaining to Continental Motors, Inc. Reciprocating Engines. The request was made by the association because the FAA failed to comply with the Regulatory Flexibility Act's (RFA) small business protections.
Specifically, ARSA asked Sargeant to address the FAA's incorrect assessment that the NPRM would not have a significant economic impact on a substantial number of small entities. The agency underestimated the compliance costs by failing to determine the actual number of engines impacted, labor rates, and price for replacement items. The RFA classifies rules with $100 million in compliance costs as "major rules" that undergo congressional review.
ARSA contends the FAA should withdraw the proposed rule until it can include the correct economic material required by the RFA.
In a positive development for the industry, the FAA extended the comment period by 60 days. The new deadline is Dec. 11, 2013. ARSA continues to urge the aviation maintenance community to take advantage of this extension by providing feedback on the rule.

Government Shutdown Update
As of 12:01 a.m. (eastern) this morning, the federal government is shut down due to the inability of Congress and the White House to reach agreement on a spending plan. ARSA continues to monitor the negotiations and what impact this shutdown will have on its members. The association does expect the following to take place:

- FAA employees will be reduced from 46,070 to 30,556 according to DOT
