MacLeod to Host Rulemaking Webinar
On Dec. 4, ARSA Executive Director Sarah MacLeod will hold an online training session for persons interested in influencing the outcome of federal regulations.

The webinar, titled "The Rulemaking Process," will discuss how agencies like the FAA issue notices of proposed rulemaking and the best method of submitting comments to impact final documents. The session will also look at the legislative framework governing the regulatory process.

ARSA Joins Allies Opposing Increased Passenger Tax
On Nov. 20, ARSA joined seven other industry associations on a letter to House and Senate Budget Committee Chairmen Paul Ryan (R-Wis.) and Patty Murray (D-Wash.) opposing an increase of the 9/11 Passenger Security Tax in the budget deal currently being hammered out on Capitol Hill.

The letter urged Murray and Ryan not to prevent the next round of sequestration (the automatic spending cuts from the Budget Control Act of 2011), scheduled for Jan. 15, 2014, by taxing the traveling public, the aviation industry, and those that rely on air travel for conducting business.

The coalition said, "Raising the Passenger Security Tax won't improve airport security, it will simply make consumers pay $1.2 billion more a year and decrease the demand for travel ... In fact, the Government Accountability Office (GAO) estimates that for every $1 increase in taxes or fees, passenger travel decreases by up to 2 percent."

A number of tax increases on the aviation industry have been offered recently, including general aviation user fees. ARSA and the broader aviation industry oppose these proposals, which would go to the general treasury for deficit reduction rather than to improve and modernize air travel or provide more resources to the FAA.

ARSA Highlights Concerns on Order 8130.21H
On Nov.19, ARSA sent a letter to the FAA concerning the prohibition on early compliance to FAA Order 8130.21H, specifically the ability to use the revised FAA Form 8130-3 before its Feb. 1, 2014 effective date. (See previous story).

In its letter, the association questioned the FAA's ability to enforce the prohibition since an FAA Order is not a rule and argued that early compliance is in the best interest of industry and the agency. ARSA requested the FAA immediately lift its prohibition on early compliance to Order 8130-21H or provide a letter explaining the agency's current position.

MacLeod Kicks Off AMTSociety Seminars in Houston
On Nov. 20 in Houston, Texas, Obadal, Filler, MacLeod & Klein Managing Member and ARSA Executive Director Sarah MacLeod kicked off a series of aircraft maintenance educational seminars known as AMTSociety's IA Renewal Consortium. The next seminar, featuring Obadal, Filler, MacLeod & Klein Managing Member and ARSA Managing Director & General Counsel Marshall Filler, will take place on Jan. 8, 2014, in Atlanta, Ga. Presentations during these seminars will address topics including maintenance regulations, major/minor, and maintenance recordkeeping. Seminars will continue through March 2014. Event dates and locations are:

January 8, 2014 – Atlanta, GA
February 12, 2014 – Kansas City, MO
March 5, 2014 — Aurora, CO
March 25 & 26, 2014 — Las Vegas, NV

Each seminar in AMTSociety's IA Renewal Consortium meets the requirements contained in FAR 65.93(a)(4) and is acceptable towards 8 hours of training for Inspection Authorization (IA) renewal and the FAA AMT Awards Program. In addition to AMTSociety's IA renewal training, you MUST comply with the "actively engaged" requirements in FAR 65.91(c)(1)-(4) to meet the conditions of IA renewal.

Ethiopian's Boeing 787 Fuselage Repair Passes Halfway Stage

Boeing engineers repairing the Ethiopian Airlines 787-8 stranded at London Heathrow Airport for five months since it was badly damaged by an emergency beacon fire have replaced a large section of the upper fuselage structure and refitted the tail unit as part of efforts to return the aircraft to service early next year.
