Legislature considering changes to prepay heating oil contract law

The legislatures General Law Committee has raised two concept bills dealing with prepay contracts. The title of these bills are An Act Amending the Fuel Supply Business and Heating Fuel Statutes and An Act Establishing a Prepaid Consumer Oil Contract Guaranty Fund. This legislation does not have any language as of yet, but we believe that AA Amending the Fuel Supply Business and Heating Fuel Statutes will repeal the requirement that contracts be secured with a futures contract, and replace it with a requirement to have a bond.

NORA approved
CEMA
President Barack Obama recently signed the Farm Bill into law, the legislation included a five-year reauthorization of the National Oilheat Research Alliance. The NORA assessment of $.002 per gallon will start April 1 and be used to protect and promote our industry. CEMA would like to thank the local NORA lead sponsors in Congress — Senators Richard Blumenthal, D-Conn., and Chris Murphy, D-Conn., along with Representatives Joe Courtney, D-Conn., and John Larson, D-Conn. This victory was achieved due to the efforts of the New England Fuel Institute, the National Association for Oilheat Research & Education, the Petroleum Marketers Association of America along with state petroleum associations across the country.

Tier II reports for bulk plants due March 1

The annual Tier II "Emergency and Hazardous Chemical Inventory" form needs to be filed and submitted by March 1. It's required for anyone storing more than 10,000 pounds of hazardous material last year. This includes all petroleum products. Basically, 10,000 lbs is about 1408 gallons of heating oil, 1398 gallons of diesel, 1587 gallons of gasoline, or 2380 gallons of propane. Any storage, including USTs and ASTs apply, but retail gas stations are exempt if they store less than 75,000 gallons of gasoline or 100,000 gallons of diesel.

White House delays health insurance mandate for medium-sized employers until 2016

Under new rules announced by treasury department officials, employers with 50 to 99 workers will be given until 2016 — two years longer than originally envisioned under the Affordable Care Act — before they risk a federal penalty for not complying. Employers of this size will have to file reports to the government about their insurance coverage, but they won't face any financial penalties for non-coverage until 2016. Employers with more than 100 workers will need to cover 70 percent of their full-time workers in 2015 and 95 percent of them in 2016 and beyond in order to avoid financial penalties.

The United States is home to some of the world's largest natural gas deposits and supplies have flooded the market over the last five years, erasing concerns about dwindling output. But the coldest winter in decades has drained stockpiles quicker than ever, forced rationing, and pushed prices to all-time highs, revealing the difficulties of storing and transporting fuel across the continent.

Leaks in natural gas system seen exceeding EPA estimate

A study funded by a foundation tied to the pioneer of hydraulic fracturing found methane leaks from drilling and transporting natural gas are greater than U.S. estimates, undercutting the fuel's climate benefits. Those emissions, 25 percent to 75 percent higher than the estimate used by the U.S. Environmental Protection Agency, would erase the benefits of using natural gas to power vehicles, said the authors of the study to be published today in the journal Science.

Natural gas rep sends letter to Malloy foreseeing a crisis

Chris Herb wants Gov. Dannel Malloy to abandon his plan to build more natural gas pipelines in the state. Herb is president of Connecticut Energy Marketers Association, a 585-member organization, which includes home heating oil and local gasoline dealers. He cites "an already dangerous situation where a shortage of natural gas is increasing electric rates and energy costs around the state."

Ice missiles snowball into cash for state

State Police are aggressively ticketing drivers who ignore Connecticut's new "ice missile" law, which requires motorists to remove all snow and ice from their vehicles. Since the law took effect Jan. 1, state police have issued at least 230 tickets to truckers and motorists who were driving snow-covered vehicles. At $120 per summons — the fine is $75, plus $45 in various surcharges — that amounts to $27,600 in tickets in a month and a half. "It's an expensive issue," said Lt. J. Paul Vance, the state police spokesman.

Tight natural gas supplies cause factory to furlough workers

Natural gas utilities in the Northeast are continuing to cut off gas service to select customers during times of cold weather because they lack the pipeline capacity to serve all their customers. A recent report by the Republican Herald of Pottsville, Pa., highlighted the plight of Sapa Industrial Extrusions, in Cressona, Pa. Sapa was recently forced to curtail operations and furlough 330 employees after UGI Central Penn Gas Co., announced that it would interrupt Sapa's gas service.
