The Environment Committee has raised a bill (AN ACT ESTABLISHING A CARBON PRICE FOR FOSSIL FUELS SOLD IN CONNECTICUT) that would add a new tax on the fuel that CEMA members sell. The "price" that would be set has not been determined as of yet, but it is clear that gasoline, diesel, heating oil, propane and other fuels would be impacted.

CEMA recently met the with the Connecticut Lottery Corporation about a proposal that they plan to submit to the legislature that will allow lottery games to be purchased online. Lottery officials claim that online gaming will generate as much as $8 million in additional revenue to the general fund once the games are fully implemented and they have time to educate the public on how to access them from mobile devices and computers.

Special elections were held this week for three open seats in the CT General Assembly, and after all the dust had cleared, the incumbent parties retained the seats they had held. This left the balance of power unchanged, with Democrats and Republicans splitting the State Senate 18-18, and Democrats holding onto their edge in the State House 79-72.

The gas utility tariffs for March 2017 are in and we compare them to average retail heating oil prices. The rates below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply to all residential conversions from heating oil to utility gas.

New Haven-based Avangrid Inc. more than doubled its fourth-quarter profits, reflecting stable growth following the merger of Iberdrola USA and UIL Holdings Corp. the year before. In the quarter ended Dec. 31, 2016, net income for the newly formed utility rose to $207 million, or 67 cents a share, compared to $96 million, or 37 cents a share in the year-ago period.
