Pre-buy moratorium still in effect until April 1
Just a reminder that the pre-buy moratorium is in effect from Nov. 1-March 31, during which time you may not make a pre-buy offer to customers, sign a pre-buy contract with customers nor accept pre-buy money. That being said, the Department of Consumer Protection has issued some clarification; namely that you may generically market pre-buy opportunities now in preparation for April 1.

DOT registration reminder
We've gotten word that several companies in Connecticut have been contacted by phone by someone wanting to be paid for helping you fill out your DOT number renewal form, called the MCS-150. First, there should be no cost to fill out the MCS-150. Your DOT number needs to be renewed every two years per instructions on this Federal Motor Carrier Administration website.
AREE 2015, May 12-14, online registration now open
The regional energy convention, co-sponsored by CEMA, will be held this year at the Trump Taj Majal May 12-14 in Atlantic City. CEMA Golf Outing — June 1 — Save the date!

Oilheat members concerned with fuel-switching provision
The Petroleum Marketers Association of America, New England Fuel Institute, CEMA and a number of other oilheat state associations sent a letter to the Obama administration highlighting our concerns with language in the Department of Health and Human Services proposed fiscal year 2016 Low Income Home Energy Assistance Program that promotes "fuel switching." As highlighted in the letter, PMAA will be pressing members of Congress and the Obama administration to work with us and not against us.
More cuts needed? Malloy budget bursts spending cap

Unless Gov. Dannel P. Malloy softens his position on the constitutional spending cap, legislators already reeling from deep proposed cuts could be scrambling to make at least $100 million more per year.
The governor's new budget exceeds the cap by almost $55 million next fiscal year — a problem the administration reported, citing a calculation error.
Spanish company buying United Illuminating for $3 billion

Spain's leading electricity and natural gas company, Iberdrola, will buy the northeastern U.S. utility UIL Holdings Corp. in a deal valued at about $3 billion, the companies said.
The combined company will serve 3.1 million electric and natural gas customers in Connecticut, Maine, Massachusetts and New York.
15 injured in massive New Jersey gas explosion

A natural gas explosion ripped apart a house in Stafford Township, New Jersey, injuring 15 people, two critically, and forcing the evacuation of dozens of homes, according to an article on NJ.com.
The Associated Press has posted a police dash cam video that shows the explosion as it occurs.
Malloy: Tough budget choices in the Legislature's hands now

Despite recent arguments that his new state budget proposal is out of balance and over the constitutional spending cap, Gov. Dannel P. Malloy said that he wouldn't propose more spending cuts or otherwise adjust his plan.
The Democrat governor, who talked with reporters after pitching his transportation initiative to municipal leaders from the Capitol region at East Hartford Town Hall, rejected criticisms from state Treasurer Denise L. Nappier, also a Democrat, and from Senate Minority Leader Len Fasano, R-North Haven.
CNG faces $25,000 PURA fine
Utilities regulators have fined Connecticut Natural Gas $25,000 for a pipeline safety violation discovered in Wethersfield last year.
A distribution crew of CNG, a subsidiary of UIL Holdings Corp., used the wrong fitting during an Aug. 25 procedure on Wells Road to isolate a section of gas main in preparation for abandonment, according to the Public Utilities Regulatory Authority.
Power surges in New England market on higher natural gas prices
New England wholesale power jumped after cold weather sent spot prices for natural gas to an 11-month high and generation increased from oil-fired units.
Gas for delivery at the Algonquin City Gates, which includes Boston, climbed $2.82 to $19.28 per million British thermal units in trading recently on the Intercontinental Exchange, the highest since March 14.

Bathroom light switch sparks explosion in home
A natural gas explosion at a home in New Jersey left a man hospitalized with burns overnight March 2.
At about 1:40 a.m., authorities responded to a home on Cooks Lane in Point Pleasant Beach, New Jersey, for a structure fire.
UGI to Easton, Pennsylvania, customers: Please conserve
The Morning Call
UGI Utilities Inc. is asking customers in Easton to voluntarily conserve natural gas when extremely cold temperatures are expected.
In a news release, the national gas utility asked customers to cut back on heat and other uses.
Treasurer: Malloy plan could harm state's reputation with investors

State Treasurer Denise L. Nappier warned Gov. Dannel P. Malloy that one component of his new budget could harm Connecticut's reputation on Wall Street.
In a letter released to the media, Nappier — a Democrat — called the Democratic governor's plan to rely on $325 million in borrowing to cover operating costs "too aggressive."
Lembo questions Malloy on tax receipts
In a potentially telling development, Comptroller Kevin Lembo is questioning the Malloy administration's forecast of a big bump in capital gains tax receipts. Lembo says income taxes are trending below expectations.
