The surprising announcement over the weekend that the Saudis intend to play hardball with the Russians caught the market by surprise and led to the biggest drop in oil prices that we have seen since the Gulf War. The backdrop to the Saudi announcement that they would increase production was the decision by OPEC+ to drop production by 1.5 million barrels per day to attempt to balance an already weak market anxious over the COVID-19 uncertainty.

Connecticut has followed suit, after several states in our region have acted to prevent the spread COVID-19 coronavirus, by declaring a civil preparedness and public health emergency. Although there have been only two confirmed cases in the state, recent action by New York to create a "containment area" around New Rochelle where Governor Cuomo has dispatched the National Guard to deliver food to homes and to help with the cleaning of public spaces, helped prompt action in Connecticut.

Last week, the Labor and Public Employees Committee held a public hearing on a bill (S.B. 354) titled AN ACT ESTABLISHING A GREEN NEW DEAL FOR CONNECTICUT. The bill institutes a carbon tax and transitions the heating and transportation sectors from fossil fuels to electricity.

The gas utility tariffs for March are in. You can compare these rates to your own prices. Gas tariffs were up slightly for Eversource and slightly down for CNG and SCG from February. These utility tariffs below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil.

The Democratic co-chairs of the Labor and Public Employees Committee are looking to move the goalposts for reducing greenhouse gas emissions further than Gov. Ned Lamont.
The proposal is part of a bill that’s dubbed a “Green New Deal.” The bill that recently received a public hearing calls for greenhouse gas emissions to be lowered by 80% by 2050. Lamont had called for a 45% reduction by 2030.

Columbia Gas, the utility behind the deadly 2018 Merrimack Valley gas explosions, will pay a $53 million fine and be sold by its parent company, NiSource, after agreeing to plead guilty in connection with the disaster, authorities announced recently.
U.S. Attorney Andrew Lelling said in a press conference that Columbia Gas had agreed to plead guilty to felony violation of the Pipeline Safety Act after a federal investigation found "wholesale management failure" at the utility led to the disaster.

A federal investigation into the placement of card skimmers on gas pumps in Massachusetts, Maine, Connecticut and New Hampshire led to the discovery of nearly 5,700 credit and debit card account numbers, according to paperwork filed in Boston federal court.
The accounts were contained in text messages and equipment that authorities from the United States Secret Service discovered during the investigation into a card skimming ring.

A state lawmaker in Connecticut, which is a global hub of the insurance sector, wants to take a big step toward getting U.S. insurers to join European peers in moving away from coal and other fossil fuels.
State Sen. Matt Lesser is a co-chair of the Connecticut senate's insurance committee, and he is trying to pass a bill requiring the state's insurance commissioner to study and report on climate change issues. Lesser said Connecticut is interested in doing whatever it can to aid a transition to a low-carbon economy.

Following a recent favorable appeals court decision, the American Trucking Associations (ATA) will resume its fight in a lower court against monthly tolls totaling up to $1.5 million collected from carriers hauling freight in and through Rhode Island.
The U.S. Court of Appeals for the 1st Circuit denied a petition by the Rhode Island Department of Transportation (RIDOT) asking for a review of the court's earlier decision in favor of ATA.
