This week, the Chairman of CEMA's Board of Directors Craig Snyder of Wesson Energy (Waterbury) lead a group of members to fight a bill that would tax the carbon content of fossil fuels. If passed, the bill would increase gasoline taxes by 13.27cpg, diesel fuel by 16.55cpg and institute a first ever tax on home heating fuels of 16.55cpg on heating oil and 9.55cpg on propane.

A public hearing was held on a bill that CEMA introduced that would require natural gas leaks to be fixed. Currently, state laws allow most natural gas leaks to occur without being addressed. State law requires that petroleum leaks and spills be reported to the Department of Energy and Environmental Protection (DEEP) and remediated immediately.

Last week, the Public Safety held a hearing on allowing for online lottery. CEMA's Motor Fuels Committee lead by Mike Devino of Mercury Fuel (Waterbury) decided that the association would fight the bill after a failed attempt to negotiate a higher commission for lottery agents. CEMA members are concerned that the adoption of online lottery would result in reduced ticket sales and the ancillary store sales that go along with it.

CEMA's 2017 Golf Outing will be held May 1 at the TPC River Highlands in Cromwell, Connecticut. Golfers will know this as one of the premier golf clubs in the state, and the site of Connecticut's most important professional sports event, the PGA's Travelers Championship. Golfers at CEMA's outing will be able to play the same course that Jim Furyk hit a PGA record low score of 58 in a round.

In general, if the employer excuses the employee from work, there is no deduction of any kind from salary or fringe benefit banks. As we've announced in previous years, the Department of Consumer Protection has issued guidance that while you could mention during the moratorium that you will be offering pre-buy contracts this spring, you could not provide details, collect pre-buy money or mention pricing and contract terms until the moratorium actually is lifted on April 1.

In an alert from PMAA, the U.S. Department of Transportation's (DOT) Federal Motor Carrier Safety Administration (FMCSA) is permanently suspending amendments to the 34-hour restart provisions issued in 2013 under U.S. DOT driver hours of service (HOS) regulations. This simply means that the restart provisions as they currently exist will continue, and the 2013 amendments that sought to change them won't be implemented.

The General Assembly is considering slapping a carbon tax on gasoline, heating oil and natural gas to spur lower consumption and reduce the greenhouse gas emissions that fuel climate change. The legislation would initially increase home heating oil costs by about 16 cents per gallon and gas prices by about 13 cents a gallon.

The bill's title is a misnomer — it has nothing to do with the pricing of fossil fuels.
