For the first time, we now have a dedicated website for CEMA's annual Golf Outing. After last year's highly successful outing at the PGA course TPC River Highlands in Cromwell where we had 138 players, members said they wanted to go to the Foxwoods course, Lake of Isles, in 2018. Our event will be held on Monday, May 7.

The pre-buy moratorium ends this Saturday, March 31. Thereafter you can offer and collect pre-buy heating fuel contracts and payments, until the moratorium kicks in again in November. As always the moratorium has not affected budget plans or budget payments, so long as those budget payments are spread out over the year without deposits loaded upfront, so that they don't act like pre-buys. This pre-buy moratorium was enacted as a result of isolated incidents where retailers have gone out of business, still owing customers for deliveries paid with pre-buy money.

Congress approved a $1.3 trillion spending bill which would fund the government through the end of the fiscal year on September 30. The bill includes funding for: fencing on the U.S. border with Mexico; combatting opioid addiction; building roads and strengthens background checks for guns.

Registration is fully open for the Eastern Energy Expo, May 20-23 at Foxwoods Resort Casino. Full information can be found on their website. Featured events include a Women in Energy track; OESP's Care to Ride and golf outing; Hospitality Night; and a keynote by Major Dan Rooney on "A Patriot's Calling, Living between Faith and Fear." Attending the trade show itself is free for non-vendors. In addition, there are several days of business sessions for owners and management; and technical sessions put together by OESP, for service professionals.

Reminder! A recent rule by the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) requires the use of seat belts by all passengers riding in a commercial motor vehicle (CMV). NEFI has learned that the new requirement issued in August 2016 is being enforced at roadside inspections.

The gas utility tariffs for April 2018 are in. You can compare these rates to your own prices. Gas delivered commodity prices were slightly compared to last month, on average 4 cents lower than March. The utility tariffs published for April below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil.

The "Tax Cuts and Jobs Act," which was passed by Congress in December 2017, made significant changes to individual, business and estate taxes, and became effective as of Jan. 1, 2018. While the business related provisions are considered permanent, the individual and estate tax provisions only remain in effect until Dec. 31, 2025, when they are subject to a "sunset" and will revert back to 2017 law.

And though the text of the new ads from Move CT Forward — which are airing on television, radio and online — don't specifically endorse establishing tolls and raising gasoline taxes — one of the key sponsors of this coalition is backing Gov. Dannel P. Malloy's proposals to do both.
