Reminder: the moratorium on selling pre-paid heating fuel contracts that started on Nov. 1 ends at midnight, today, March 31, per state statute Section 16a-23v. Starting April 1, pre-paid or pre-buy guaranteed price contracts may be sold, and funds may be paid by customers for such contracts.

The utility tariffs for April 2016 are in and we compare them to average retail heating oil prices. The rates below are expressed in heating oil gallon equivalents, and so present gas rates on a British thermal unit (Btu) to Btu equivalent basis with heating oil. These are the system expansion tariffs, which apply to all conversions from heating oil to utility gas. The lower number applies if the home is within 150 feet of the gas main ("on main"), and the higher number applies if the home is more than 100 feet from the gas main ("off main").

CEMA has announced its spring hazmat classes, providing certification at the Awareness level, and recertification at the Operations level, as described below. Hazmat training is required annually under OSHA statute 29 CFR 1910.1200 and every three years under DOT statute 49 CFR 172.704. We offer OSHA hazmat training at two levels, as described below — Awareness and Operations. DOT training is included at both these levels and includes topics such as placarding, making deliveries of hazardous materials and proper shipping paperwork.

Vehicles Are to Be Immediately Placed Out-of-Service by Federal and State Inspectors
The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA), in collaboration with the National Highway Traffic Safety Administration (NHTSA), has determined that vehicles subject to Volvo Trucks' Safety Recall (NHTSA Part 573 Safety Recall Report No. 16V-097000) that have not already received the interim or permanent recall remedy repair specified by Volvo in the recall and are still operating on the nation's roadways are in an unsafe condition and should not be operated; such vehicles are to be immediately ordered out-of-service by federal and state roadside safety inspectors.

Utility Eversource Energy has disclosed that its chief executive, Thomas May, received a 7.8 percent pay increase in 2015, bringing his total compensation to around $9.7 million. That was about $700,000 more than he received in the prior year, with May getting both a bump in his base salary and a larger stock award. In 2014, May's total compensation increased at a higher rate, 17 percent, to around $9 million.

Massachusetts Gov. Charlie Baker's plan to expand the use of hydroelectric power could sidetrack two proposed multi-billion-dollar natural gas pipelines in the state, according to a recent report. Massachusetts Secretary of Energy and Environmental Affairs Matthew Beaton said Baker's hydroelectric bill could influence the Federal Energy Regulatory Commission as it considers the proposed Kinder Morgan natural gas pipeline through western and northern Massachusetts and the proposed Spectra natural gas pipeline in the eastern part of the state.

The Public Service Board issued an order on that denies Vermont Gas' petition to dismiss a case brought by the Conservation Law Foundation in 2014. The CLF case turns on whether a twofold increase in the cost of the project constitutes a "substantial change."

The Connecticut General Assembly has overwhelmingly adopted a bipartisan plan to close most or all of the current year's budget deficit, immediately shifting the legislature's focus to a far larger projected shortfall for the fiscal year beginning July 1. The House of Representatives voted 127-16 to approve the plan, roughly 90 minutes after the Senate adopted it 33-3.
