Julie A. Gill, 68, passed away on Feb. 18, 2020, at her daughter’s home. Born in Providence, the daughter of Jeanne (Shurtleff) Gill and the late Harold A. “Mickey” Gill. Julie was the Executive Director and Chief Executive Officer (CEO) of the Oil Heat Institute of Rhode Island. In her role as CEO, she was influential at getting state legislation passed that protected the interests of oil heat customers for both the availability and capacity of oil and its reserves in the state.

The EPA recently issued a temporary nationwide waiver of both the RFG and summertime RVP blend requirements. The waiver moves the RVP and RFG transition deadline for refiners and terminal operators to May 20, 2020. The waiver is important to petroleum marketers because it will enable them to turnover gasoline tanks to summertime RVP and RFG in a more realistic time frame given the precipitous drop in consumer demand since the COVID-19 outbreak.

As shown below, with the recent collapse in petroleum prices worldwide, local heating oil prices are now less than the average natural gas tariff! Crude oil prices fell Monday as an OPEC+ meeting was delayed while Russia and Saudi Arabia continue to debate output cuts amid the oil price war. A video meeting between OPEC members, Russia and other top nonmember producers was scheduled to take place Monday. A Centers for Disease Control and Prevention tracking study of coronavirus released Wednesday shows Connecticut had the highest COVID-19 hospitalization rate among 14 states monitored, surpassing New York and California.
The report said in the month of March, Connecticut had about 15 COVID-19-related hospitalizations for 100,000 residents, while New York state had fewer than eight and Ohio had about one.
