Connecticut seems to be in a constant state of fiscal crisis, and this year is no different than the last five years. The legislature recently filled a $220 million deficit for the current fiscal year that ends on June 30, but a larger one looms for the new fiscal year beginning July 1 estimated to be nearly $1 billion.

Ever since the reauthorization of NORA, oilheat dealers have been waiting for a sponsored rebate they could pass on to their customers, and now the time has come. Beginning Monday, May 2, rebates will be available for homeowners upgrading their oil-fired boilers, furnaces, or storage tanks. In order to participate, all Oilheat dealers MUST register for the Upgrade & Save — Connecticut Energy Efficiency and Safety Rebate program between Friday, April 1 and Friday, April 22.

The March on Hartford held this past February was a great success. About 100 energy marketers throughout Connecticut had the opportunity to gather at the Capitol and discuss their businesses and how our fuel is now cleaner and less expensive than natural gas. The Food and Drug Administration (FDA) recently announced that it would delay enforcement of the menu labeling rule, which was passed as part of Obamacare in 2010. The controversial final menu labeling rule was announced in 2014 with a start date at the end of 2015 but then was delayed until Dec. 1, 2016.

Local and state police agencies in Connecticut are observing National Distracted Driving Awareness Month. Through April 30, police will be cracking down on motorists violating mobile phone laws and others distracted drivers. In 2015, Connecticut police wrote over 22,000 citations in the effort to get drivers to put their phones down.

CEMA has announced its spring hazmat classes, providing certification at the Awareness level, and recertification at the Operations level, as described below. Hazmat training is required annually under OSHA statute 29 CFR 1910.1200 and every three years under DOT statute 49 CFR 172.704. We offer OSHA hazmat training at two levels, as described below — Awareness and Operations. DOT training is included at both these levels and includes topics such as placarding, making deliveries of hazardous materials and proper shipping paperwork.

State employees were walked off the grounds of the Connecticut Juvenile Training School on April 11, and on April 12 about 40 clerical workers at the Department of Social Services were laid off in a conference call, according to union officials. The Malloy administration announced April 12 that 71 employees in the Department of Economic and Community Development, Department of Mental Health and Addiction Services and Department of Social Services were laid off.
