The U.S. Department of Agriculture's Food & Nutrition Service (FNS), which oversees the Supplemental Nutrition Assistance Program (SNAP), formally posted an announcement on its website that "passage of the Consolidated Appropriations Act of 2017 has delayed implementation" of the SNAP retailer eligibility regulations "until further notice."

In May 2016, the FDA released its final rules for e-cigarettes, cigars, pipe tobacco and other tobacco products it had not previously regulated. Under the rules, the newly regulated tobacco products are subject to the same general requirements to which cigarettes and smokeless tobacco are already subject.

The FDA released a pre-publication version of an interim final rule, which extends compliance and enforcement of the menu labeling rule until May 7, 2018. FDA enforcement of the menu labeling rule was expected to begin on May 5, 2017. The delay is good news for convenience store owners as it allows more time for Congress or the Administration to correct the onerous requirements.

A revised budget proposal unveiled by newly empowered Senate Republicans would divert $320 million from ratepayer-funded energy efficiency programs to the state's general fund over the next two fiscal years. The nonprofit Acadia Center said the proposed 64 percent raid from the Connecticut Energy Efficiency Fund would "devastate" various efficiency programs, which fund various services for businesses and homeowners.

And the hits just keep on coming. Another Wall Street credit rating agency, S&P Global Ratings, downgraded Connecticut's bond rating on May 17 — the state's third in the past four business days. S&P lowered the state's general obligation bond rating from AA- to A+, potentially raising borrowing costs in the future.

Malloy's administration notified state employee unions this week that nearly 1,100 workers could face layoffs in May — the first stage in an alternative cost-cutting plan if ongoing concessions talks aren't successful. This marks the second time in the past week that Malloy has hinted time is running out for unions to accept major concessions to help balance the next budget.

Natural gas prices are likely to increase by the end of 2017, due to tight supply and production, according to Arthur Berman, a petroleum geologist with 36 years in the industry. Berman accurately predicted that natural gas prices would double last year despite other analysts' bearish position, and is again standing against "the mainstream narrative" which believes a market glut is imminent.

Connecticut's unemployment rate rose from 4.8 to 4.9 percent in April as the state lost 1,500 non-farm jobs, the Department of Labor reported. The jobless rate nonetheless is 0.5 percentage points lower than it was one year ago and the state has added 5,500 jobs over the past 12 months.
